History

I have worked within the public safety sector for over twenty three years, traveling throughout the nation and abroad providing training and expertise to police, corrections and the military with RRB Systems, International.This unique global training experience has provided a framework for understanding how law enforcement, prison services and security practices  are conducted in different places and under different conditions. I have seen first hand how policies are developed, shaped and carried out in a variety of geographical and political climates to address a variety of situations.

Consulting

As a consultant I have done extensive training, policy development and project management for law enforcement, corrections and security organizations. I consult to the media giving advice on television productions and analyzing unfolding law enforcement events to newspapers, magazine, public radio and internet radio. My commentary has appeared on ABC, CBS, NPR,USA Today and a variety of police related websites and hardcopy periodicals. I am a listed subject matter expert by the Florida Department of Law Enforcement and I work closely with the Standards and Training Commission to develop curriculum for law enforcement officers in the State of Florida. I am on the expert panel of PoliceOne.com and provide expert analysis to attorneys in both criminal and civil actions across the United State.

My work has been featured in Florida Trend Magazine and I have been called the“World’s Policeman” by the US Commercial Services who have taken not of my International police training experience.

I have assisted in the development of such non-scripted television series as ROOKIES (A&E) FEMALE FORCES (Biography Channel) OPERATION WILD (Planet Green) and coming soon TAKEDOWN Broward County (TLC).

I often provide live news analysis of unfolding events on public radio, television and a variety of other news sources.

Expertise

My expertise is in assessing the validity and reasonableness of police use of force and police procedure. Having served as an expert in both civil and criminal cases in State and Federal court I have experience in objectively looking at use of force transactions and giving an analysis that is supported by sound facts and legal parameters. Though the intentional use of force by police is an imperfect science, I apply rules based on law, policy and precedent to render my opinions. The decisions that police make, the tools that they use, and the application of their techniques are all part of a system of integrated methodologies that fall within a framework of acceptable standards.

What I’ve Done

I have been retained to review cases, submit reports, and testify to the actions of police, corrections and security in a variety of use of force encounters. I am personally connected to many law enforcement product manufacturers and trainers in the US and I have taken the time to follow new technologies, initiate new products and training concepts and to understand the possibilities and restrictions in subject control. I am competent to speak to both non-lethal and lethal force encounter.
